The IQR is an instrument aimed at advising higher education institutions how to set up and improve quality policies and activities in international cooperation. IQR, which consists of a self-evaluation and a peer review element, is intended to measure a university's international performance against its own stated aims and priorities, and thus not a normative tool.

It was developed and tested by ACA and the IMHE programme of the OECD in universities on all five continents in a pilot phase. In 1999, ACA and IMHE/OECD joined forces with the Association of European Universities (CRE) to offer IQR as a regular service to universities in Europe and beyond. Institutions may apply at any time for an IQR.

Internationalisation has become a key strategic goal in higher education through such activities as:

  • Curriculum reform
  • Student and staff exchange
  • Research and teaching partnerships
  • Student recruitment
  • Distance education

The Internationalisation Quality Review (IQR) is designed to help institutions assess their international activities and develop a pro-active, strategic response to the challenges of globalisation.
The starting point for the quality review is to address the following issues:

  • Is there an internationalisation strategy?
  • To what extent is it integrated in the core mission and activities of the institution?
  • Is it successful and how can it be improved?
  • How adaptable are decision-making processes to the fast changing international environment?
THE PROCESS

IQR is a flexible tool with a supportive approach. Based on a self-assessment phase and an external review, it can be tailored to each institution. IQR is normally conducted in English, but alternative arrangements can be made.

Stage One (4 months)

The participating institution prepares a self-assessment report, based on guidelines provided by the IQR Secretariat.

Through this key step, the institution will have the opportunity to think critically about:

  • its current international activities and plans and their implementation
    future strategies
  • institutional assessment of outcomes

Stage Two (2 months)

An international peer-review team will visit the institution (4 days) to validate the content of the self-assessment report, provide an external, in-depth perspective and engage the institution in a dialogue to prompt positive change. The team will meet key players such as academic and administrative staff, institutional leaders, and students. Taking into account these discussions and the self-assessment report, the team will write an analytical peer-review report, which will include specific recommendations. While a wide internal distribution of this report is encouraged, it is up to the institution to decide how to use it.

THE PEER-REVIEW TEAM

To provide a balanced review, teams of 4 to 5 members are formed with a strong focus on diversity of professional backgrounds at senior level. Traditionally included are:

  • academic leaders such as university rectors/presidents
  • " practitioners and specialists in internationalisation
  • " quality assurance experts in higher education

To ensure the international perspective, one member is from another continent. In addition, to take into account the national context, peer-review teams include one member who is familiar with the host country's higher education system and language.

REGISTRATION

The review is open to all higher education institutions. Registration forms can be downloaded from the EUA web site at www.unige.ch/eua.
Once registered, the institution will receive guidelines for the self-assessment phase and information about the peer-review team composition.

FEE

IQR is provided on a non-profit basis. The fee to cover the costs of the review visit, briefing seminars and administration is EUR 17 500 for IMHE and EUA members. Non-members pay a slightly higher fee of EUR 19 500. The institution is also expected to cover accommodation costs of the peer-review visit.
